Taxpayer-Funded Abortion Is Not Health Care Reform

When most Americans talk about the need for health-care reform, they're usually talking about the need to address rising health-care costs; they aren't talking about the need for taxpayers to subsidize abortion. In fact, a November 2008 Zogby poll revealed 71 percent of Americans oppose government-funded abortion.

It seems Democratic leaders on Capitol Hill don't share this perspective, however. With the unequivocal support of President Obama, they've written a health-care bill that won't lower health-care costs for American families, but will require them to subsidize abortion with their hard-earned tax dollars.

In his campaign for the presidency, President Obama said health-care legislation should include expanded access to abortion. He hasn't said much on the matter since taking office last January. But now, over the objections of some in his own party, President Obama is demanding that Congress pass health-care legislation before August, and the House is slated to vote next week on a bill that will fulfill the president's vow if signed into law.

The Obama administration contends the urgent deadline is necessitated by the suffering of American families who have waited too long for Congress to act to address the high cost of health care. But according to the independent Congressional Budget Office (CBO), the bill the president supports won't lower health-care costs; it will increase them. And as the veteran political operatives in the Obama White House well know, the frantic timetable conveniently leaves precious little time for the American people to know what's actually in the bill.

The legislation's abortion-related language stands as Exhibit A. How many Americans currently realize the House bill contains provisions that will result in federally mandated coverage of abortion on demand in virtually all of America's health plans?

Fact: The bill as currently written will allow the federal government to classify abortion as an "essential benefit" — a health-care right that would be guaranteed to all Americans. This will make it illegal for health-care providers nationwide — even Catholic and religious-based hospitals with missions that reflect a fundamental moral objection to the killing of the unborn — to provide anything less than abortion on demand for anyone who seeks it. As a result, the bill will repeal laws in many states that currently require commonsense limitations on abortion-on-demand, such as mandatory parental notification and waiting periods.

Fact: The bill would also establish a taxpayer-funded "public" health-care plan to "compete" with private-sector plans. This public plan, like all plans, will be required to classify abortion as an "essential benefit," forcing American citizens to directly subsidize abortion-on-demand with their tax dollars. And in addition to the public plan, individuals with incomes of up to 400% of the poverty level will receive subsidies to buy insurance to pay for abortion-on-demand.

Reps. Eric Cantor (R. Va.), Sam Johnson (R., Texas), and Mark Souder (R., Ind.) offered amendments this month in three different House committees to strike the provisions from the Democratic bill that force American taxpayers to subsidize abortion. All three amendments, sadly, were defeated by the Democratic majority in committee. And it remains to be seen whether Speaker Nancy Pelosi (D., Calif.), who champions the House bill and its abortion-related provisions, will allow such an amendment to be considered and debated on the House floor.

Indeed, Congress may vote on this issue and send a bill to the president before most Americans even have a chance to weigh in on it. And once the bill reaches his desk, there's little doubt that the president will sign it.

Peter Orszag, President Obama's budget director, was asked July 19 whether the president would pledge that "no taxpayer money will go to pay for abortions" under the health-care bill he signs.

"I am not prepared to say explicitly that right now," Mr. Orszag said. "It's obviously a controversial issue, and it's one of the questions that is playing out in this debate."

Controversial, indeed. And given its controversial nature, it deserves a full and open public debate — the sort of debate that is impossible when major bills are rammed through Congress based on politically driven timetables.

If a health-care bill doesn't lower costs for middle-class families, but does require them to subsidize abortion-on-demand with their hard-earned tax dollars, one has to ask a fundamental question: For whom was this bill actually written? Was it written for the millions of Americans who were promised a health-care bill that lowers costs? Or is it really for the radical special-interest and lobbying groups that invested millions to elect a cooperative president and Congress?

Health care is too important to get wrong. Too much is at stake. For the sake of American families struggling with health-care costs — most of whom don't want their hard-earned money being used by the federal government to subsidize abortion — President Obama should scrap the current health-care bill, and work in a bipartisan way for true reforms.

THE FACTS ON REDUCING COSTS, KEEPING YOUR HEALTH PLAN, AND HOLDING TAXES AT 1990s LEVELS

Congressional Budget Office (CBO) Director Douglas Elmendorf's announcement yesterday that the Democrats' government takeover of health care would increase costs – not lower them – is the third strike against the Democrats' claims about their health care bills.  But as Democratic leaders in the House move full speed ahead, there are three arguments they repeatedly use that NO LONGER ring true:

CLAIM: HEALTH CARE PLAN WILL REDUCE COSTS

  • "Let me repeat - if you like your health care, the only thing reform will mean is your health care will cost less.   If anyone says otherwise, they are either trying to mislead you or don't have their facts straight."  (President Obama, "Remarks at the Annual Conference of the American Medical Association," 6/15/09)
  • "It will bring down cost, improve quality, and make America healthier." (House Speaker Nancy Pelosi, Transcript of Press Conference, 6/25/09)
  • "We need to bring costs down.  We need to bring costs down for government.  We need to bring costs down for families.  And we need to bring costs down for individuals." (House Majority Leader Steny Hoyer, Transcript Fox News Sunday, 7/5/09)

FACT: THE PROPOSALS WILL INCREASE COSTS

  • "Here's a blow to President Obama and Democrats pressing health care reform.  One of the main arguments made by the President and others for investing in health reform now is that it will save the federal government money in the long run by containing costs.  Turns out that may not be the case, according to Doug Elmendorf, director of the nonpartisan Congressional Budget Office… Elmendorf said CBO does not see health care cost savings in either of the partisan Democratic bills currently in Congress."  (ABC News, "CBO Sees No Federal Cost Savings in Dem Health Plans," 7/16/09)
  • "Congressional Budget Office Director Douglas Elmendorf warned lawmakers the legislation that he has seen so far would raise costs, not lower them. FACT: DEMOCRATS' PLAN WOULD FORCE MILLIONS OUT OF THEIR CURRENT PLAN

  • "The nonpartisan Congressional Budget Office reported that 23 million Americans would lose their current plans if a Senate Democratic health care 'reform' bill was enacted." (Congressional Budget Office, Letter to Sen. Kennedy, 6/15/09)
  • "When I say if you have your plan and you like it,…or you have a doctor and you like your doctor, that you don't have to change plans, what I'm saying is the government is not going to make you change plans under health reform,' the President said." CLAIM: NO FAMILY WILL PAY HIGHER TAXES THAN IN THE 1990s

FACT: HOUSE DEMOCRATS' BILL WOULD RAISE TAXES TO 25-YEAR HIGH

  • "The bill unveiled by House Democratic leaders Tuesday would create three new tax brackets for high earners, with a top rate of 45 percent for families making more than $1 million. That would be the highest income tax rate since 1986, when the top rate was 50 percent."  (Associated Press, "House plan boosts taxes on rich to 20-year high," 7/15/09)
  • "For New York state taxpayers, the top [tax] rate would hit 56.92 percent, third-highest in the nation. And in the five boroughs, the top rate would be 58.68 per cent -- highest in the nation.  Having abandoned any notion of lightening the load with spending cuts, House Democrats have put forward a 1,000-plus-page proposal dripping with new taxes, surcharges and fees.  The biggest losers?  Small businesses -- companies with as few as five employees, who'll have to pay a penalty of up to 8 percent of income unless they provide their workers with health insurance."         WASHINGTON, DC - House Republican Leader John Boehner (R-OH) gave the following remarks on the floor of the House today during debate on the Restore Our American Mustangs Act (H.R.1018), a $700 million welfare program for horses scheduled by Democrats despite the fact that the federal deficit and unemployment continue to soar:

        "Mr. Speaker, I think I must be confused.  The unemployment rate in our country is at over 9.5 percent as I speak.  Unemployment in my home state of Ohio is now over 11 percent.  Two million Americans have been put out of work since the 'stimulus' bill was signed into law.  Our budget deficit is already, this year, over $1 trillion and expected to reach nearly $2 trillion. 

        "Faced with this news, what's the House doing today?  Talking about a $700 million welfare program for wild horses and burros.  Is it any wonder, Mr. Speaker, that our constituents may be confused about their Congress? 

        "Let's get this straight.  We're debating a bill to spend millions of dollars to save wild horses, but yesterday, Democrats in the House blocked Republicans from offering an amendment to prevent federal dollars from being spent on saving unborn children.  Oh yeah, $700 million today to save wild horses and burros – and yesterday we weren't allowed to offer an amendment to save the lives of unborn kids.  That doesn't make sense to me, but I think most of my constituents would look up and go, well, that's just Washington being Washington. 

        "And it doesn't make any sense that we're debating a welfare program about wild horses when the American people really want to know, where are the jobs?  Debating this bill, I frankly think, is an insult to the American people who are out there looking for work and small businesses who are looking for customers and trying to keep their doors open.  If Democrats want to do something serious here in this House they should join with Republicans and focus our efforts on those things that will help create jobs in America, which, after all, is the number one priority of the American people. 

        "We probably ought to do a few other things if we're going to talk about creating jobs and keeping jobs in America.  Maybe we ought to scrap Speaker Pelosi's national energy tax which will cost about two and a half million jobs every year over the next 10 years.  Or, maybe we should shelve the health care bill which is being debated in committee as we speak - which is going to take private health care away from millions of Americans and shove them into some government-run system - and on top of all that, has a giant tax on small businesses, taxes employment and will lead to greater job losses in our country.

        "If we're serious about wanting to create jobs, maybe, maybe, we could work together to bring the American Energy Act to the floor of this House - our all of the above energy strategy which will create well over a million new jobs here in America, bring us more energy to the marketplace with lower prices, reduce our dependence on foreign sources of oil, and guess what?  If we do all of the above, we'll actually have much cleaner air than the bill that passed here last month.

        "Mr. Speaker, I think American families and small businesses deserve better than what they're getting out of this Congress.  They expect us to work together on their behalf.  They expect us to deal with issues to get this economy moving again and help create jobs, not to be debating a $700 million program - welfare program - to save wild horses and burros.  I think the gentleman's amendment is a good amendment.  His amendment will cost $500,000.  That's $699,500,000 less than the underlying bill.  It would be a step in the right direction so maybe our constituents, Mr. Speaker, would think we've got some sense for once in our lives.  I yield back."

With unemployment at 9.5 percent, more than two million Americans out of work since the trillion-dollar "stimulus" spending bill became law, and a federal budget deficit topping $1 trillion, House Democratic leaders today plan to bring to the House floor a $700 million welfare program for … wild horses and burros

Yes, you read that correctly.  As middle-class families and small businesses across the country continue to ask, "Where are the Jobs?" House Democrats are proving just how out of touch Washington has become.  House committees continue work on a massive government takeover of health care that the nonpartisan Congressional Budget Office (CBO) says drives taxpayers into deeper debt and increases Americans' health care costs, while the Chair of the White House Council of Economic Advisor's own methodology predicts the plan will destroy 4.7 million jobs.  And yes, the business of the day in the "People's House" is of a decidedly equine persuasion.  Environment and Energy Daily reports:

"The House is expected to take up legislation today that seeks to protect wild horses and burros under federal care, but Republicans are bashing the bill as a waste of federal resources in the midst of tough economic times for many Americans…"

"Resources Committee ranking member Doc Hastings (R-Wash.) plans to attack the bill's pricetag, criticizing it as a '$700 million welfare program for wild horses' that comes at a time when he thinks the federal government should focus more of its resources on deficit reduction or job creation."

"'There are serious issues facing our country right now and it's absurd that Democratic leaders believe that spending $700 million to pamper wild horses is the best use of our time and Americans' tax dollars,' Hastings said in a statement yesterday.  'Instead of restoring American mustangs, let's restore American jobs and put the horsepower back into our economy.'"

If House Democratic leaders want to spend House floor time focusing on job creation – which, after all, is the American people's top priority – here are a few suggestions:

  • Scrap their plans for Speaker Pelosi's national energy tax, which the National Black Chamber of Commerce predicts will cost Americans 2.3 to 2.7 million jobs every year – jobs that would be shipped to countries like China and India.
  • Shelve their expensive government takeover of health care – which raises health care costs, destroys millions more American jobs, cuts Medicare and takes away health care choices for millions of seniors, and is financed by a small business tax – and work with Republicans on a better solution to give more Americans access to affordable health care.
  • Schedule a real jobs debate on the House floor – and a vote on the American Energy Act, which will create new jobs, bring down energy costs, and pave the way for a cleaner environment.

Don't families and small businesses deserve better than what they're getting from their leaders right now?  Shouldn't they expect more from Congress than a government takeover of health care that kills jobs and raise health care costs – and a $700 million welfare program for horses?  Is it any wonder why the American people are fed up with Washington?

Boehner Statement on CBO Confirmation that Dems' Government Takeover Will Increase Cost of Americans' Health Care

        WASHINGTON, DC - House Republican Leader John Boehner (R-OH) issued the following statement after Congressional Budget Office (CBO) Director Douglas Elmendorf confirmed to the Senate Budget Committee today that congressional Democrats' government takeover of health care will drive health care costs even higher for American families:

        "Americans are concerned about the rising costs of health care, but instead of alleviating those fears, the Democrats government takeover will drive health care costs even higher.  The Director of the Congressional Budget Office today confirmed that the Democrats' government-run plan will make health care more costly than ever, making clear that one of the Democrats' chief talking points is pure fiction.  Are Democrats in Congress listening?  Is the President listening?  Americans pay too much for health care already.  Why should Washington consider a plan that will force them to pay even more? 

        "Health care reform is too important to get wrong, and Americans deserve better solutions from Washington – ones that help lower health care costs instead of driving them even higher, as the Democrats' government takeover does.  Republicans have proposed an alternative plan that reins-in junk lawsuits, roots out waste, fraud, and abuse, and gives states, small businesses, and families new tools to make affordable health care more accessible.  Democrats should scrap their plan that will drive costs even higher and work with Republicans on real solutions to make health care more affordable."

        NOTE: The Associated Press reports, "Congressional Budget Office Director Douglas Elmendorf warned lawmakers the legislation that he has seen so far would raise costs, not lower them.  Elmendorf was asked by Senate Budget Committee Chairman Kent Conrad, D-N.D., if the bills Congress is considering would 'bend the cost curve.'  The budget director responded: 'The curve is being raised.'"
